A smoking-gun is a common idiomatic term used to say that something is the undeniable proof of guilt. It’s like catching the murderer who still has a gun in hand which is still smoking from having just been fired.
Apparently in this case, an email from a top White House communications adviser has been discovered and reveals that the administration knowingly lied and hid the facts from the public about the attack on the US consulate in Benghazi, Libya in 2012.
So to many, this email is the smoking-gun of a White House cover-up ! This is the proof that the White House lied to the public.
A cover-up is when you try to conceal evidence of wrong-doing or error.
